A meeting requested by our African friends was held today. President of the South African Republic Cyril Ramaphosa was the one who took the initiative. He was part of the delegation of seven African countries which represented a wider circle of the continent’s countries interested in attempting to render assistance in reaching a just settlement of the situation around Ukraine that developed following a hybrid war against the Russian Federation which the West had been preparing for many years. With Ukraine turning into a tool of this war to undermine the foundations of security of our country right on our borders, to undermine Russia’s positions in the world in general, including the world economy, and undermine everything Russian which existed in Crimea, south-east of the Ukrainian state. It left the Soviet Union in this composition at the time. Cities, founded by predecessors of people living in these areas, existed there for centuries.

Today, President of Russia Vladimir Putin cited statements made by the Ukrainian leadership, boasting that they will, as they put it, “retrieve their lands”, they will legally and physically destroy all those whom they regard as part of the Russian world, those who will consider themselves Russian and will not agree to comply with the new laws glorifying the Banderites. President Vladimir Putin dwelled upon this at the St Petersburg International Economic Forum. Today, he also informed our African friends about these assessments. You are well aware of them. After this President Vladimir Putin responded, starting an interactive dialogue. I am confident that you understand our position well enough, it has been stated many times. We have nothing to hide. We are setting it forth honestly, unlike our former Western partners we do not force anyone to comply with certain restrictive measures in relation to the countries which do not share our position.

The African colleagues, you might have heard this from their opening remarks, are interested in outlining their aspirations towards peace. They underlined a number of times that their initiative was conceived “on paper”. President of the South African Republic Cyril Ramaphosa read out ten clauses.

The African leaders underline that this initiative does not compete with any other initiatives. First and foremost, they distinguished the famous “12-points” of the position of the People’s Republic of China presented a few months ago and highlighted the parts of the Chinese initiative which are close to them and deal with the avoidance of double standards in the world, respect for all cumulative and intertwined principles of the UN Charter and their implementation and the absence of any unilateral sanctions, or attempts to ensure security at the expense of security of others and its indivisibility on the global scale.

We share these principal approaches. Special Representative of the Chinese Government on Eurasian Affairs Li Hui visited several countries including the Russian Federation. During his visit to Berlin, he said that China wanted the European countries to turn their attention to the roots of this conflict and concentrate on eradicating the true, fundamental causes of the events and ensuring a just, stable European security architecture. This is exactly what we have been aspiring towards for many years, both before the coup in Ukraine and after, when the hope emerged that Minsk agreements could be implemented. You know their fate.

The main conclusion from the today’s conversation is that our partners from the African union have displayed an understanding of the roots of the crisis, which was created through the efforts of the West. This situation must be handled by addressing these fundamental causes and working out special specific actions to eradicate what has for many years been undermining a just security on the European continent.
